Many people donate books to public libraries. Most of the books end up being sold at fund raising sales. Often, many of the books go unsold. Our public library conducts these book sales about every three months. Books that remain unsold after the sale are literally put in boxes and left on the sidewalk outside the library and are free for the taking. Talk to your local librarian for information.
A great place to buy books for practically nothing is at flea markets, yard sales, and estate auctions. It is not at all unusual to see hardback books that cost $25.00 when new, sell for $.50. I once found a world atlas that was less than a year old for $2.00.

Well, I don't know about free books other than asking friends family and coworkers. However many libraries sell books cheap where you go in and pay $2 to $5 for all the books you can fit in a bag. Also goodwill has tons of book they sell for 25 to 50 cents apiece.
