With whole numbers, you know that 1,000 is 10 times as large as 100, 100 is 10 times as large as 10, and 10 is ten times as large as 1. This is also true on the other side of the decimal point, so the first number (.001) is 10 times as large as the second (.0001). Therefore, the number you want has to be bigger than .0001 and smaller than .001. This would mean any number with three 0s on the right side of the decimal point, even if there are other numbers after that, such as .00015. You don't have any options with three 0's, so the answer is "e".

It helps if you put in the extra zeros. Write them all out to four decimal places.

For example, Instead of leaving it at 0.001, write out 0.0010, and then compare it to 0.0001. That way it looks more like 01 to 10 with two zeros in front of it. Do you see that?

0.0001 --> 0.0010

Now look at your first option. Write the number out as 0.0410, and it should be obvious that it's way to big. Write at the others to four decimal places and you'll see that they're all too big, too. So your answer is E.

e
Think of the number 0.001 as 0.0010, now compare to 0.0001. The only numbers in between are 0.0002, 0.0003, 0.0004, 0.0005, 0.0006, 0.0007, 0.0008, and 0.0009.
