It makes me so cranky so see pets, little lap dogs especially sitting on their owners laps, or on their sholders in the front seat while their owners are driving!!! Is there not a law protecting these animals? Do these people not realize if there is an accident that animal will go through the window just like their child would? I would like to know if there is a law against this so I can turn these people in when I see them.

I have a feeling there are more laws protecting animals from goofy owners than children from bad parents!

The animals? What about all the other drivers that are in danger from the idiot with the dogs jumping in their laps? That's always irritated me too. Probably fall under some type driver distraction/careless driving law depending on the state, but police officer would have to witness it before action could be taken most likely. And really, again depending on the state, would probably have to be a secondary thing meaning driver was driving to fast/slow impeding traffic, running people off the road due to the dog jumping around his lap.

I'm not sure exactly what the laws are regarding this, but I know the Humane Society sometimes confiscates animals that are being mistreated. There was a case here in Phoenix recently where the Humane Society picked up a Sheltie that had been fed donuts and beer and weighed 75 pounds (normal weight is between 25 and 30).

I agree with tikitiki that it should also be illegal due to the distraction factor, and probably is in many states.

Having a pet around your shoulders would obstruct a driver's view of the road and traffic around that driver, which is certainly a motor vehicle violation. It could also be distracting for the driver, which a policeman could also cite the driver for.

As far as the lap thing, I suppose it's pretty much a given that drivers who allow their pet to ride in their lap while driving are clueless to the fact that, in the event of an accident, their beloved little pet would be crushed between the driver's lap and steering wheel. It's amazing how many people drive around with a "...it can't happen to me..." attitude.

I suppose you could call the Animal Control Officer in your town. Maybe the cops, 'cos they're also endangering other drivers when they allow their adorable pet in their lap while driving. You must live where *I* live; I swear I just saw this very thing just the other day...
Also, I live in the mid-west, where both animals *and* people ride in the back of a pick-up! What are these people thinking???
