The dictionary says
A revolving cylinder, or a vibrating bar, with teeth, in a carding machine, which doffs, or strips off, the fiber from the cards.
A worker who replaces full bobbins by empty ones on the throstle or ring frames
But in our house a doffer is the remote control for the television
hope that helps

If you doff your hat, you take it off as a mark of courtesy or respect. So I guess a doffer is someone who does this.
