If your underaged child does anything wrong, whos fault is it? Who should be penalyzed for it? Parents? Child?

It depends on if or not the parents could have prevented it. A 17 year old is still a child but difficult to control. However, a parent can control what occurs within their home. They can prevent a child from having a party that might get out of hand. They should be part responsible if a child kills someone by driving too fast if the parent purchased that child a fast car.

As much as I hate to say this BUT sometimes the parents should be held accountable. BUT this is ONLY in very special circumstances. For the most part KIDS will be KIDS. BUT if they do something like assault someone, Rob someone, Shoot someone, Steal something then NO the parents should NOT be held accountable. I don't care if the kid is underage (under 18) or not. KIDS know right from wrong and as such if THEY do wrong THEY and THEY alone should be held accountable. Why should a parent be held accountable for the kids action/s? BUT going one step further if and this is IF a kid does something where the parent should be present and the PARENT is NOT present then YES the parent should be held accountable. Just my thoughts.opinion on the question.

It is not theirs. If they are underage and cannot be charged with a crime, it is because they are not considered sufficiently mature to appreciate the nature and consequences of their actions. It is not the parents' fault either, because we cannot prepare our children for every possible scenario. In cases where there is clear evidence of neglect of the child, or negligence on the part of the parent, criminal or civil charges can be brought against the parents, but it's not the easiest thing to carry through.

I think it would matter the nature of the wrong done. If it is something inherently wrong, it should have been taught as a child and enforced. Hold the parent responsible. If it is the result of a child rebelling like teenagers and they are doing something they have been taught is wrong by their parents and are doing it to punish or hurt their parents then the child should be held responsible--just my opinion of course.

The fault should be on parents.A child never asked to born.If you bring a child to this world, you should teach them proper manners to do things in a proper way.Can you train a grownup dog whether its a higher breed or a stray dog?.But if you get a puppy its very easy to train it the way you want it to behave.Parent should take the blame for that.

Legally it is the parents responsibility to compensate for what their child has done. Such as pay for the destruction, or if the child is drinking under their roof they are legally responsible. And in turn, the parent should punish/teach the child, by making them work off their debts, etc.

Maybe you should take a wider view and include society as a whole. It's generally learned behavior, so the child could be copying something they have seen on TV or someone else -be it friend or stranger in the street- doing.

Of course he could just be bore and need more to do and keep occupied.

I think that it is necessary that the parents be held accountable. Otherwise we would have hooligans running the streets..... oh wait, we still do. Some parents just don't care enough to teach their children right from wrong, then again there are some children that will not conform to society's expectation's no matter the concequences.

Between the ages of 13 to 16 both, parents should know what your kids are doing and with whom. 17 and up their on their own, because the law states they can leave home at that age and there is nothing a parent can do about it.

If the child causes damage to a building, a car, a store, whatever, then of course, the parents are responsible and must pay. Your can check with your insurance to see if they'll cover the costs for you.
