Thumb is a finger. It only has another name, but generally it is a finger.
There is no point answering the question why you we can't lick our elbows. That's how our body is made. We could as well wonder why I can't kiss my... bottom ;P

Well my dear because its spelt differentley for a start, look different to all the others on your hand, you dont need a hammer for the nails and it gets you a lift what other finger does that!!
As for licking elbows well just look were your has been resting for example, if thieres 17 differnt types of urine on peanuts ina pub bar, how many germs have taken refuge on your elbow during the course of a days working..eh???

Have a peep at anything from bats to the ape family, birds to cats, etc,
It has to be to do with hanging on to things Not easy without a "thumb" as a tool.
As for licking your elbow, many critters can. But humans find it difficult, though not impossible, as it is said - "Put it down, you don't know where it's been".

some folks can lick their elbows thumb is the 1st finger of the hand it just gets a special name because it is an opposable digit
