No they do not. They have what is called the beak, which is the sharp edge along the biting surface of the jaw.

The turtle's jaw (both upper and lower) is a sharp ridge of bone covered with a scale-like structure that not only sharp but even slightly serrated. it looks and acts like a bird's beak but it has a slightly different physical structure.

The slight hook at the front tip of the upper jaw is often specialized a little for holding fish, digging into snail shells, etc.

Turtles often have powerful necks and jaws with lots of muscle attachments. Some turtles, like snappers, have REALLY strong beaks and almost oversized muscles which give it an incredible bite.

nope, just a beak. Still hurts just as much if they bite you though.
