Call up local universities (I know that for profit tech schools are BIG on this kind of thing... places like Devry University). Alot of colleges have programs to bring in real world cases for students to work on. The work is done either for free or VERY cheap. My business had a new security console installed by some electronics engineers (all seniors and supervised by a professor), and they charged $5.15 per hour per student (instructor was free). Youll never find an engineer to work for minimum wage.

I would approach local web designers to see if any are willing to help. Many may be interested in doing it for the tax write off, or even just for the "design by" links on the page. You are more likely to get the help if you are not also asking them to supply free web hosting and domain name registration as part of the package.

You can also request professional volunteers (UK) via IT4communities(IT4C) which connects IT professionals willing to give their time for charities. This sort of work is also ideal for remote volunteers so distance is less important.
