Maybe your ISP needs to reset the permissions of your folder
If using a unix server there is a program called chmod to change the file permissions. rwx Read Write Execute. You need the write permission enabled.

Try another ftp program (like SmartFTP) you can download it for free. If you still can not do it (and have all options enabled in the ftp program) then the only thing left is your providers dreaded help desk.

If you have a firewall running, such as Zone Alarm, turn it off first then try to reconnect.
