If you're using HTML, you need to add alink="#ff0000" to your body tag.

Are you creating your own page? If so, you need to put the following code in the top of your HTML page:

If you are wanting it to be that way for every page you visit, within Internet Explorer, click on TOOLS in the toolbar at the top, then click on INTERNET OPTIONS. From there, on the bottom left of the GENERAL tab, click on COLORS. If you want to overwrite every web page you visit to use these options, uncheck the first box, and set the next two boxes to the colors you want to use. Just be aware that sites that use a black background will look blank to you until you click on a link, or use CTRL+A to highlight the whole thing so you can see the text.
