It is the set of rules our government and its officers need to follow. It is laid out in a number of sections detailing exactly what an office has the power to do, and what it does not have the power to do. For example it says that the Executive branch (pres, military, and police, etc.) must enforce the laws enacted by Congress, that Congress writes and passes laws, and that the judicial interprets the laws based on the Constitution and other laws.

The constitution also explains how it can be changed and a number of other things related to the government.

The Bill of Rights is the set of the first ten amendments to the Constitution that was passed at the same time the Constitution was. These ten amendments ensure basic rights to both the people and to the states.
