The industry standard seems to be Microsoft FrontPage but it is very expensive and not easy to use. You really need a good knowledge of HTML to use it.
I personally have my website with Yahoo and Yahoo SiteBuilder is excellent. You can upload website templates and make the site look really professional without needing to know a lot of HTML. A lot of it is pretty much point-and-click.

But try the one in the link if you want a solution that's so easy anyone could do it.
Failing that, Windows' Notepad will give you all the flexibility and freedom you could hope for - if you already know HTML and related technologies. Or how about good old Microsoft Word (and Open Office - the FREE alternative)? They can save and load documents as HTML.

I use Microsoft Script Editor. It has a good WYSIWYG/design view and HTML editor. It usually comes with Microsoft Office.
