I know when I used to Trick-or-Treat, I used to love getting pencils with Halloween stuff all over them. I liked that better than the candy because it lasted longer and my mom wouldn't eat it. ;-)

But for other ideas, there are little Halloween party favors at party stores and craft stores. If you are looky for something a little nicer, coloring books/activity books like MadLibs are also great fun and teach about grammar and nouns and adverbs and adjectives, etc.

Are you talking about the kind they stick their hands in and get grossed out by? If so try:

peeled grapes -- call them eyeballs
cooked spaghetti noodles -- call them worms

Or are you talking about prizes for young school age kids? If so:
Go to the Dollar store:
Buy Halloween pencils, erasers and other cool cheap crap, Lets face it they are kids, in any where from 1 hour to 1 week they have already lost interest in the toy.
Go to Target and buy some candy, or healthy snacks to add.

A great store to check out is Oriental Trading Company. Check out their site: www.orientaltrading.com

They have TONS of great stuff. I know a lot of people who always buy their halloween stuff there. I don't have personal experience yet, but my child is only 18 months so maybe next year!

if you go into a craft shop they have funky foam in all sorts of colours, and some are in halloween shapes, or cut and make your own up, and then you can stick them on old boxes and make them colourfull,
