A dumb friend would be likely to create an unforseen event that spirals into something pretty catastrophic.

An intelligent enemy is better than a dumb friend because a dumb friend is more dangerous than an enemy who by his dumbness frequently puts people around them in danger or odd situations.

Everyone needs more friends and some of my more "thought challenged" friends are the best to hang out with.

I would prefer intelliigent enemy.
Your so-called dumb friend could become so annoying that s/he drives to distraction. If you keep your intelligent friend close, you may well find that you have more in common than you thought.
