This is called the Taskbar, as it displays all your running tasks - the rectangles you click on to switch between things. The area in the right hand corner by the clock, with all the little icons is called the System Tray - this displays all the running programs that don't need your direct attention - they run in the background - and so don't need a slot on the taskbar as they rarely need to be accessed.

It is called the taskbar, because it displays those liitle boxes of all the task (programs) running on your PC.
