Washington, DC is not in any state. It is in the District of Columbia which is a federal district. It's citizens do not have any real representation in Congress as they cannot vote on substantive matters.

The District of Columbia was originally land ceded by both Maryland and Virginia, but Virginia took back their portion. While I agree that the residents of D.C. has few rights, the answer to the problem is simple, there should not be any legal residents of DC. All current residents should be reassigned Maryland residency and anyone moving-in in the future should continue to be a resident of the state they last resided in, just like someone moving onto a military base.

none. it is officially called the district of Columbia. when first established it got land from Maryland and Virginia. some people want to make it the 51st state.

It is actually located INSIDE Maryland.

People, the question was not as to whether or not DC is actually a PART of Maryland (which it is not), but which state it was located INSIDE.
It's sort of like Transylvania being INSIDE Romania. It's not part of Romania, but it is IN Romania.
