Well a lot of cities and larger towns are getting more and more into recycling ALL kinds of things, including old IT equipment, which is recycled into working machines and sold cheaply to those who really need them, both individuals and groups/projects are disposed of safely and legally.

Someone has already mentioned Cleveland and I can help if you're in Manchester (ITRiM - 0161 223 4400). It might even be me who answers the phone as I'm a volunteer there as it currently comes under the umbrella of the timber recycling arm of the business. There are bound to be others so check your yellow pages or, alternatively, contact your local council who would be able to advise you or even come to collect it, usually at no charge!!

I know a guy in Cleveland who is seriously into recycling and he collects old used up computers to recycle.

step1 - remove cover from trash can
step 2 - insert old computer
step 3 - put cover back on trash can

freecycle! someone will take it from you for free.
