Yes, you may advertise on a .edu website. There is no legal or technical restriction on advertising on websites with the .edu top-level domain (TLD). However, most websites with a .edu TLD may have strict policies related to their content and you may have to contact the webmaster of such websites to find out if they will let you feature your advertisement on their website. Since the .EDU domain is specifically reserved for educational institutions, it is on the discretion of the school and the structure of their website if they allow advertisements.
A quick note on advertising: Free-ads and URL-submissions actually are not that effective. Based on my experience, the best way to get desirable audience is via viral marketing, specifically at http://www.freeviral.com/?r=99316. 85% of the traffic my website http://CashflowPlus.ws comes from it.
