You can not format your C drive from within Windows, because Windows is located on the C drive. It can not delete itself and still run.

Simply boot from your Windows CD
After you have done the F8 to agree you will be given the option to reformat the hard drive (Usually you will want to select NTFS)
After the fromat, it will reinstall Windows for you

Insert your cd then restart your computer. Follow the new installation instructions. You will be given the option to format a drive.
You cant format a drive if you are running the OS

Restart your PC, go into the CMOS setup in the BIOS and change primary boot device to CD-ROM. Save and Exit. Insert your XP disc, choose setup XP and it will format your drive for you and install XP. Afterwards make sure you go back into the CMOS/BIOS and change the primary boot device back to what it originally was (ie HDD or Floppy Drive)

Boot your system from the XP CD, or another bootable CD, then format. You can't format the drive you're running from.

Stick the installation CD in and do a fresh instal, that'll reformat for you. (Note all your settings - net, email, etc, and back up anything you need to keep.)
