If you are asking about the North American continent, the only city that might apply would be St. Augustine, Florida. I know that St. Augustine is the oldest city in North America and I think it was right around 1669 or so when it was settled.

Norton was first settled in 1669. Then called North Taunton for its location on the northern border of Taunton, Massachusetts, the town's name was shortened to Norton upon its official incorporation in 1711.
