Simple- they can. This "foolishness" is further supported by them being given whatever they want-they are led to believe that they can just kick back and relax, they will live in luxury for the rest of their lives. Bottomline: they're rich, they don't have to be smart. They don't need to "make it" like the rest of mankind does

Most children? You give only a handful of examples.. I watched a show on Discovery about some of the chilren of the richest billionaires around and most seem to be bright and successful. It's only those that are spoiled and never given the chance to prove themselves that act the fool... And you don't have to be rich or famous to spoil children...

It is both prudent and wise, if one is going to call someone a 'fool' and 'dorm', that oneself actually has a basic command of the English language, lest they themselves be thought of as a fool.
In other words:
(1) Learn some basic English
(2) Learn some basic manners
(3) Learn not to criticize others
(4) Learn to put what functioning brain cells you have (if any) into gear before showing the world how DUMB (not dorm) you yourself can be.

Maybe because they are in the news a lot because they are celebrities' children. If you were under scrutiny everyday of your life some people might think you were a fool and acted "dorm" as well.

I'm assuming you meant dumb. Don't feel bad about the wrong word, sometimes things get lost in translation. Perhaps english is your second language. Anyway....
Sometimes children of celebrities get a little lost as to what's real. Their parents live in a make believe world, movies, etc. If you've had things handed to you your whole life and appearances and looks mean everything, as opposed to genuine hard work and struggle, it would be easy I would think to grow up confused or searching. Sadly this often leads to drug and alcohol abuse and a short life.
