This is a silly question, one, this is not a presidential election year, two, congress does not elect a president, and three, these people aren't running.

No, Congress will not elect a new president in November. The president of the US is elected by a group called the Electoral College. Its members are appointed by each state legislature and general vote in accordance with the majority of the popular vote in their respective states.
