I'm looking for low airfare rates per person, and inexpensive yet decent accomodations in Tokyo for about a week's time.

Its tough. I know Northwest used to have great deals back in the day. I think I flew for around 600 roundtrip, but that was 3 or 4 years ago. Check with them or ANA. I think they would have lower fares then say American or JAL.

Hotels are another question. Tokyo is up there as the one of the most expensive cities on earth, so it will be hard to get a good hotel for a low price. My best advise would be to look for a non-chain hotel, or a more traditional japanese hotel. The hotels downtown are ussualy considerably more then other areas. So look for hotels maybe not right downtown. Often times hotels near the airport are quite cheap compared to downtown. The airport however, is quite a distance from dowtown.

This is the cheapest I have seen in Tokyo (and go figure all I had to do was put "Cheapest Hotel in Tokyo" into a search) they claim to have single rooms starting at 2500 yen a night. Thats dirt cheap if it really is anywhere near Tokyo. I live in the Kansai region so I don't know Tokyo very well.

There's always the youth hostels for a cheap place to crash. The limit at any one hostel is three nights max, but you could stay at the Idabashi hostel for three nights and then go over to the Yoyogi hostel for three nights. That would be about 3000 yen a night. You could find a business hotel for about 5000 yen a night. Usually the cheaper a place is, the more difficult it is to book from overseas.

In some cases it can actually be cheaper to fly to Korea and then on to Japan.

for really cheap accomadations you can crash at 24 hour internet cafes for $10-15 a night. They usually have a private booth with a reclining chair.
