If it's on a cell phone it can be traced just by calling your phone service and asking for the number.

Get a No Cost Phone Number Scan at https://biturl.im/aU200
Its a good way to start. The place lets you to do a no cost phone scan simply to find out if any telephone data is there. This basic alalysis is done without cost. For a full detailed report its a modest payment.
Here's Reverse / Whose Number Lookup page. If you're talking about cell phones, you usually have to pay for that. I've had pretty good luck just using Google a phone number to find out who's calling. If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

I suggest this service: http://phonedetectives.co - The best reverse cell phone lookup service.
It's a cheap service that works great! It could be used for a much deeper search. You can use it to get hold of different varieties of background reports, and in addition cell numbers, addresses and names.. you can get unlimited reports... I ran with this because I required to verify more numbers.
You can get the name, other phone number, address history, relatives, and much more about anyone! The completly free reverse phone lookup generally doesn't provide anything interesting. To get interesting information, money will must be paid. The free searches don't provide considerably more than what may be found through the phone directory or personal information and they simply require your email to send spam. The reverse phone detective search tool does work, but you should use just the service that I posted above. The last thing you want to do, is pay for a service and find the numbers you want to lookup are not available in their directory.
The service that I reccomend doesn't have any kind of problem , you won't get any bad surprise! Trust it!
Reverse Phone Lookup area gives you additional access to millions of public records, including:
+ Find out the source of a harassing ("prank") caller
+ Research a number that appeared on your phone bill
+ Locate an old friend from high school or college
+ Research "missed calls" on your caller ID that you don't recognize
+ Verify an address
+ And more...
PhoneDetectives - http://phonedetectives.co
Conduct an instant reverse phone lookup. 100% Confidentail and Instant Results!

You cant trace withheld numbers as they are withheld at the exchange .
The call was probably from a sales call centre , they have auto diallers that once you pick up force the call to a waiting agent, if all agents are busy you get music on hold.
all of these call centres withold numbers so that you cant dial back the agent you spoke to and so that we cant ring them up and complain about them ruining our day
Be careful as there are a lot of scams around at the moment whilst you are on hold the calling line redials out to a barnados exchange and you get billed at £15 a minute.
When you get a call that is not from ahuman voice, or music hang up or it could cost you a few bob
Trust me I am director of a telecoms company

You can only trace a withheld phone number through the phone company concerned.

reverse phone number search compiles hundreds of millions of phone book records to help locate the owner's name, location, time zone, email and other public information.
Use a reverse phone lookup to:
Get the identity of an unknown caller.
Identify an area code.
Recall the name of a person whose number you wrote down.
Identify an unfamiliar phone number that shows up on your bill.
