It is rude to stare in England but apparently not in Italy. I was warned people aren't being rude over there, they just don't regard staring at strangers as inappropriate.

Not really.
It depends on who are you staring at.If the person likes you and you stare at him,he will be very happy.If you stared at someone who don't have a good impression on you,it will be very rude.Different people will have different point of view.

Yes, it’s rude to stare. I’m the same way. I also am vigilant about it so the person I’m steering at doesn’t know. People start acting awkward when they know your steering.

its rude to stare for a really long time. max is 5 seconds. that's vigilant enough. otherwise, you better have a pickup line...

It depends on what you are staring at, and how you stare at it. It is rude to stare sometimes depending on what you want to stare at and why basically.
