Buffalo is what I would have thought. However, according to the national weather service, Rochester beats out Buffalo by 10 - 15 inches a year.
Hmmmmm

Most winters probably Buffalo because they get hit with harded lake effect snow bands. Buffalo is not in the worst of the lake effect snow belt, but it is worse then Rochester because Rochester is far enough away that alot of that lake effect snow will not hit them.
A few winters ago Buffalo got 70 inches of snow in one week. I would be suprised if Rochester ever got that much in one week. Butboth places have brutal winters and I thank god I dont like there.
It would be paradise to people who work snowplows though.

there's no city interior the USA the place snow is falling or on the floor 3 hundred and sixty 5 days around different than Mt. Hood, Oregon and Mt. Washington, New Hampshire. and those are no longer cities. Even Alaska has 70 degree temperature interior the summertime often times. i'm an over the line truck driving force and that i've got been to each super city interior the u . s . a . (all 40 9 on the continent) and almost each small city in 25 years of utilising. often times the better states have warmer temps interior the iciness than the southern states. Seattle, Washington is the gloomiest city I actual have ever been in...stayed there for each week and it grew to become into wet and foggy the full time. That place is often gloomy in case you hear to the climate channel. no longer often any solar any time I actual have ever been there.

being a buffalonian... we really don't get that much snow. What we get our reputation from is when we do get snow, we get pounded by lake effect off Lake Erie, which actually hits the southtowns worse than the city. Rochester and Syracuse get way more than the city of buffalo, and more consistently than any of western new york.

I used to live in a Buffalo suburb, decades ago! I always thought that on average, Rochester got more snow.

Based on snowfall maps, I would have to say Buffalo receives more snow than Rochester but Syracuse trumps them all.
