After making sure that the electricity is turned off at the fuse box remove the plate. Cap off the wires that are connected to the outlet. Place a new plate with only a light switch on it. Turn on the fuse. Make sure it works. Its pretty easy to do.

I don't know why you'd want to do that, but here is the proper answer. This work should be done only with the power off at the fuse/circuit breaker box.
There are 3 connections to a receptacle. The green screw should have a single green or bare wire on it. You can just remove that wire. The other screws will be a brass color and a silver color, or it might use the push in connections on the back near those screws. The silver side should have just white wires. The brass side should have just black (or possibly red or another color) wires. If there is just one wire, remove it and cover the wire with a wire nut or electrical tape. If there is more than one wire, if they are on the screw terminals, check that the two screws are connected together on the outside (the link between the screws is removable). If they are connected together or the back wires are used, the two wires on that side should be spliced together with a wire nut. If the screws are used and the link between them is broken, remove both wires and just cover them (not connected to each other) with a wire nut or tape.
Put all the wires back in the box and put the appropriate plate on (double gang with a switch and a blank). There should be no holes in the plate letting you touch the inside wires.
The other answers are too simplistic and cannot describe all the cases. If my answer seems to complicated, that just shows that electrical work should be done by a qualified electrician.

turn off the breaker, remove the outlet , connect all the black wires with a wire nut, then connect all the white wires with a wire nut, twist all ground wires together, then get a blank cover and install it

cut the power take the switch out. see if it has knocked out any other power source. ifnot just tape up the wires and shove them back in to the box. if it does connect white to white black to black.

First, turn off your main power...then, when you take off your old outlet, tape each wire with masking tape and mark top..bottom..left...right...etc.......then attach the new one to match your taped wires.
