"¿" is used at the beginning of a question in Spanish. This one "?" is used at the end.

The upside down question mark, ¿, is used in the Spanish language to signify to the reader that the sentence is a question.

In Spanish you use it at the start of a question statement like
like ?como estas? (sorry the one at the start is meant to be upside down but my computer wont do it.

Same applies to exclamation marks

it indicates an asked question in the form of speach, i dont have one on this keyboard, but it is used a lot in spanish, in place of " at the beginning and end of the phrase
