Unless one is exceptional I think one should wait at least to turn 21 because by then one's character and temperament are likely to have acquired shape, even if it is not an unchanging shape. Before 21 too many things are in flux. If one wants children, recent medical research suggests that men in their forties and perhaps even in their late thirties father offspring who may be rather less vigorous in various ways than those fathered by younger men. And so, not before 21 and, ideally, by 35 or even 30. A very precise right age would be rather arbitrary. I would move more toward 30 than 21.

I don't believe age has anything to do with marriage, it is all in your readiness and willingness to stop thinking about yourself and start thinking about someone else. You have to be ready to think as a "we" instead of an "I". Ready to accept the financial burden that caring for a family will require. Other wise your marriag will turn into a life of resentment. Know that this person is your dream, and not feel that getting married will prevent you from living your dreams. I've met 16 yr old boys who are more mature than some fourty year old men. So, really, age has not a thing to do with when it is the right time to get married.

between 27-35. there isn't a "right age" but i think men aren't mature enough and aren't ready to settle down until at least 27. that's why most guys that get married when they are young usually cheat or want to get a divorce by the time they are 30.
