To have been placed on this list you must deny the people in your country the following:
1. Freedom of speech
2. Freedom of Religion
3. The right to vote
The more of your own people that you imprison falsely and slaughter the higher up you are placed on the list.

Number one would either be Stalin or Genghis Khan, Pol Pot would be up there, as would Chairman Mao, Hitler would be in the top 10, Pinochet may get into the top 20, along with Idi Amin, Saddam Hussien should get a mention somwhere in the high teens. GW Bush is a long way off yet, but still has time to get there, he is heading in that direction.
