Put your computer in a time machine :)
The reason I say that is because doing a System Restore won't magically bring back your file. It returns to previous system settings.

it's possible the file has just been moved. Do a search for it on the hard drive, it might still be there. Very few programs will delete the files without sending them to the recycle bin, first.
BTW - System restore CAN recover deleted files. Here's a quote from Help & Support Center:
"For example, if you accidentally delete monitored program files (such as files that have the .exe or .dll file name extensions), or monitored program files become corrupted, you can restore your computer to a state that existed before those changes occurred."
The key here is "monitored files". If music files are monitored, it can restore the deleted files.

To send your computer back in time, sprinkel instant coffee on it and put it in the microwave :-)
Here's some information on what you can expect from System Restore: http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/systemrestore.mspx
If you give it a try, remember to make backups of all your personal stuff first!
You can also try to simply download the missing file from the internet or a P2P program.
Oh, and changing the date on your computer will not bring back stuff you've deleted.

One way to do it is click on Start on the lower left corner of your machine, then click on Help and Support and then click on System Restore. You choose a time in the past and go there.

I'm not sure how that would save your file, but you can change the date on the PC's clock in the BIOS. Hit the "del" button during boot to enter BIOS setup.
