In reality, there is no such thing as any single computer or program that can just "monitor the internet," as you and many others say. Originally, it was alleged to be some sort of email-monitoring thing, but as it was a little before my time, I cannot provide many details. Whether there ever was a specific thing named "Carnivore," I don't know.

The government needs no special program to monitor anything online. As has been said, more things than most people realize are already publically available to those that know where to look. Monitoring some specific person's email account is quite trivial; a short, well-placed script on the server machine would capture everything.

It probably does, so what? The Internet is just as public as any highway system or any mall. Anyone can monitor it. All you need is the software.

i dont know if its called that but every western goverment employs thousands of people each to monitor what is going on in this sphere we call the www.
