is anything like european greencard lottery, if any give me the real site

Only the USA uses the term "green card" and has a lottery for resident/work visas. Other countries in the world require that you apply for the appropriate visas.

Although there is no lottery for EU-greencard, some countries introduced procedures which would allow a highly qualified professional to get a working visa before securing the job. For example, UK has Highly Skilled Migrant Programme visas. I've heard that Germany few years ago considered this too, but I don't know whether they have adopted this or not.

No, there is not. You have to go to the individual countries and apply for a visa and work permit there.
