Because that would involve getting governments of every country together, to commission a study to determine if there was one "best" type of seat belt release. Then they would all have to agree that once the answer was found (say, 15 years from now), they would require all car companies in their country to use the new belt, which would still require people to learn to use multiple releases until every car with the old seat belts was off the road and in the scrap heap. And even then, new and better releases might be developed and the process would have to start over again.
In other words, it's better to learn to use multiple belt releases (after all, it's only one moving part per belt), than to be responsible for initiating an entirely new bureaucracy that ultimately would never do anything final.

Your question implies that it is mandatory for SOME auto makers...
And I've never heard of a universal seatbelt buckle... Maybe you should add some info about it in your question if you want people to judge its merits...
