This is SUCH a good question! Much better than 'Which hero do you like best' or 'what powers would you choose'. This way a person has to consider what would be best for everybody, and forget about personal benefit.
I'd have to go with Superman, because he is noble and honest, as well as so powerful; even as other people have already said.
Maybe Miracleman. After realizing that his very presence was upsetting things-- there would always come someone to attack him-- he did the responsible thing and used his super power to take over the reins of government and brought about a much better safer and happier planet. And then, once he was sure other people could handle it, he started giving everybody else super powers. So that would be all right.

No superhero would be more beneficial in todays world than Dr. John Manhatten. He is a super intelligent hero with the knowledge to help mankind, and not just beat them up and take a bullet like Superman. Wouldn't a hero that could think the nuclear weapons out of existence and solve world hunger, and the fuel crisis be smarter than someone who can fly and catch falling airplanes be better for all of us?
