If you mean meeting new people, there's plenty of ways. Interntet, starting hobbies, going out, through other friends.
There is always a way.

My guess is you "obviously" have someone in mind who is "unknown" and want to know the best way to get tp know them. First off, your first meeting MUST be in a social situation where you have known people so you're secure. Avoid immediately accepting invitations to parties where you might not know anyone. Get to know what the person does for a living etc. to establish his/her credentials.....then take it away on instinct with a little caution

There are several ways of having good friends, the latest one is through the internet. The main important thing is to be honest with new friends. At the same time you have to tell in black and white your main objective why you want to have friend.
From the start you have to tell him/her about your self all the truth and keep your friend ship on the bases of mutual understanding. One day you will have the time to know each other and to see each other.
I would like to tell you, that I have some friends from the internet. I am telling to all of them about my self, at the same time about my plan. If you do so, you will have friends.

Make sure with your heart with the person you met and talk you could feel that they are polite or not then make friendship with them .
