They can see starting at birth. They don't have perfect, 20/20 vision--they can usually only seen about 2 feet at first--but they can see. That's part of the reason they lay the baby on the mom's chest after birth--so that the baby can see and bond with her.

Babies see immediately after birth. They see quite well for 3-4 hours right after they are born, but then their vision isn't as acute and it improves over the first year.

When they are born, unless they are extremely premature (24 wks or earlier) then they will have gauze taped on their eyes until the retina attaches itself.
They can see best up close, but they can see movement across the room. There vision at birth is like those first few seconds when you wake up in the morning. You can see the clock across the room, but it will take you a minute to focus in on it. They cannot focus in on stuff that is far away yet.

Newborns can see right away. As soon as they are born they start looking around and gazing into the eyes of the person holding them (under normal circumstances this should of course be the mother!)
However their focal distance is about 6-10 inches away from their face. They gradually gain clearer and more long-distance vision over the next few months.

Babies can see from birth, but they may not be able to differentiate objects, as their brains can not yet comprehend such complex thoughts. Color contrasts such as black and white shapes only a few feet away can be seen and also help them to focus. They recognize a smile very early on and relate it to a mother's touch..
