it is normal for a boy to take him 15 minutes to get erected and soemtimes he does not get fully erected?? is this normal?

yes it shouldnt be nothing to worry about
maybe its because he is anxious
the best thing to do is to sit down and talk about it

If your saying 'boy' it worrys me because why would you ask such a thing about a boy.
If you mean guy it may just be that he is not very aroused or he has already been releaved.
