Should a diploma be a requirement to become an official?

Nowadays..especially in my country..image beats brains.
Should becoming a COLLEGE GRADUATE become a requirement
for a person to become a government official?
Or is it ok to not finish schooling yet still be the President?

I think that you can not have a college degree and still be president. I heard one time that everyone gets a "college" education....either through working or through schooling.
