what is the effect if a state breaches the charter of the United Nations... as in if we have domestically implemented the resolution through regulations but through our conduct breaching our obligations. What are the implications for this state in International law.

You are assuming that all articles of the charter have been accepted by the offending state. The US is one of several that have not accepted many of the articles on human rights in the charter.
If they have been accepted another nation can ask for sanctions against that nation. This is simply a formality, and little if anything ever comes of it unless several nations push it!
