i've reinstalled my computer, installed the graphics card drivers. when i try to scroll or move the mouse, the screen flickers and is sluggish. i.e. when i move from the top of the screen to the bottom, you don't see the pointer till its at the bottom, and about 1 second late. it's doing my head in, ive got the latest drivers and its still doing it, (hercules 3d prophet 4500).
another thing is that when i restart my computer, it turns off and just sits there on idle and wont restart. maybe both are related. i dunno, thats why am using this site.
any help appreciated.

1) Check for spyware. Run both Ad-aware (http://www.lavasoftusa.com/software/adaware/) and Skybot (http://www.safer-networking.org/) to remove any spyware. Run both as one may caught something the other missing. Then go to microsoft.com and download Defender to protect against future infections.

2) Check that you have a least 10% of your hard drive free. Go to My Computer and right click on the Local Drive (C:). Look at the properties. If it has less that 10% free space, you will need to delete some files, or move them off the hard drive and on to a CD or DVD. Start by running the disk cleanup, which will remove temporary and other unneeded files. Go to Start, then All Programs, then System Tools and click the Disk Cleanup icon.

3) Run the msconfig utility. Go to Start, then Run and type in: msconfig
Go to the startup tab
You will see a list of all the programs that are loaded when your computer starts up. Uncheck any that you do not have to have. (Usually you can uncheck them all). If you decide you to need one, you can go back and recheck it.

4) Defrag the hard drive. Go into My Computer and right click on the Local Drive (C:). Select Properties and go into the Tools tab. Click the Defragment Now button to start the defrag program. If you have not defrag recently (or never) it may take several hours for the program to complete.

Sorry I don't think I'm going to be much help here.
But I had the same sort of problem. All I did was reinstall the driver for the graphics card again and all has been fine since

i think u vga is not properly installed...i will suggest u to reinstall windows and do it will some other cd...i thnk ur windows cd is not properly written...i know this because this problem can happen only in pirated windows edition.... u can also go for repair (this provision is available in the windows OS cd)...
if u window is just blinking u can try disgaussing ur monitor...

Do you have aflat screen or regular monitor? if it is a regular monitor you could try pressing a button on it.........I cant remember the name of the button, but is shakes off the magnetic strips in the back of the monitor, sometimes that can be the case.

turn it off

chk the bios settings and re inset the ram after cleaning it will be ok
