I don't know about the costs, but their websites have standards sections where you can read about the requirements. Basically, you are required to dress modestly and live morally, and the standards should be the same across the board, but you may want to check because I believe that shorts are not allowed at some campuses (i.e. BYU Idaho, formerly Ricks). I don't know about the cost difference, but BYU Idaho is cool... I'm here (... or there?) right now.
Because of the strictness with the Honor Code BYU-I has a very strong presence of the spirit on campus.
In talking with people who have attended both, they 99% of the time say they liked BYU-I better than BYU Provo because the class sizes being smaller and more personal, also because the spirit was so strong on campus. Also the campus is well much more in a bubble than Provo is.
I guess I would be a little bias... But BYU-I is the Best!
(oh and to the you can't bring off-campus food on campus... that is sooo not right)

Here's my brief summary of each:
BYU:
Hardest to get into.
Most competetive
More stimulating/challenging courses
bigger classes
more "fishes in the sea" to choose from
you can apply the honor code rules hoever you like (no honor code nazi's off campus)
BYU Idaho
easier than BYU, harder than hawaii
no sports programs
Honor code nazi's everywere (they have VERY strange and strict rules imo) e.g. no off-campus food on campus. Must wear pants, no overalls, they enforce curfews off campus, no coed camping, etc.
BYU hawaii
good for down to earth people
housing is expensive
easy to get scholarships
right next to the ocean
great weather
don't know about rules and enforcement
for my personality, byu or byu hawaii
