My assumption is that it has to do with a little bit of fear and a little bit of the "keeping things the way they are" mentality. Anyone can become friends with new people, but it rarely happens because it means to change one's way of life to adapt to this. And some people have a hard time approaching others or trusting.

it depends on how they first open the conversation.
nothings stopping me from making friends with people but some ppl dont like random strangers going up to them and randomly talking to them.

Nothing is stopping me. I talk to anyone and everyone. I talk to people at the mall, in buses, on the subway, in elevators! I think sometimes I make people a little uneasy because I'm super friendly!

People are scared of the unknown. And scared of any negative consequences of speaking to strangers (e.g. what if they are crazy axe murderer?). It usually has a lot to do with your attitude, and their attitude. If everyone had a much more open and friendly attitude, we would live in a society that would be much easier to both approach strangers, and be approached.
