i've eaten at some sub shops that encourage a quarter for refills. i can only say that good ol tap water is the one true beverage that one can get free refills only. (but then, you might be charged for the cup)

alcoholic drinks and milk shakes and root beer floats, beer and in some places soda's later oh yea they dont give refills on tea
