If you are sexually active you should see your gynaecologist or family planning clinic/ well woman clinic to check about contraception etc.
If you are a virgin you do not need to have a smear test till you are 21 but then you should start having them anyway.
I think the system is different in England cause you don't routinely see a gynaecologist every year for a check up, only if there is a problem.

I was 17 when I first went, but by today's standards that's probably old. You should see a gynecologist if you thinking of becoming sexually active, but you should also see your gyne if you are having any problems with your period, or any type of infection. A gynecologist can also talk to you about being sexually active if you are young, and your options for birth control and safe sex practices.

You should go before you become sexually active. If you are not planning on becoming sexually active, you can wait to go for the first time until you are 18 or 19.
Once sexually active, a girl/woman should go once a year.

When you first start your period. To visit a" gynecologist", you should take a shower to make sure your breasts and private area are clean and wear clean clothes. Do not go if you are on your period, unless that is the reason for your visit. Be prepared to show it all. Winking back at ya'.
