As others have stated, TEST status is determined by previous ODI success, the state of the domestic game, and what the ICC very loosely defines as a "culture of cricket" - in other words cricket should be important to the nation, not just a sport some people play. It is essential that a structure including the interest of the people, junior development, skilled first class players, a headquarters ground which meets stringent standards, and hard working administration exist. There also has to be evidence of financial viability of hoster games over three or more days. For example ODI cricket gets big crowds in Holland, but first class games have no spectators, so Holland strives for full ODI status, but are not interested in test cricket.
Kenya is almost certain to be the 11th Test country with Nepal the surprise bolter to become the 12th - that's the most likely outcome following Beyond The Test World's(link below) look into who will follow Bangladesh on to cricket's most elite stage.
Although cricket is popular in over 90 countries, there are only 10 of test status which these standards are met. Probably there is only another four or five with close future possibility as well.

Test status is something earned because of persistent success at the limited over game, test status is very hard to get, in recent times only Bangladesh and Zimbabwe have been given test status, and have been close to losing it on many occasions, Zimbabwe willingly gave it up with their players dispute, But trust me when i say, test cricket: not an easy game!
