A Blade of Grass will probably have moisture on it - Conducts electricity.
Pee, Water, Tongue, etc all have moisture on it - Conducts electricity.
Stick, Twig any other non-insulated object won't have any effect on electric fence.
Meters, I don't carry one around with me. Do the rest of you?
Listen for hum, tick, smell etc. If this were so true, you wouldn't have so many people electrocuting themselves every year!
The only correct answer is to throw something metallic at it to see the reaction.

Listen for the click. An electric fence sends a pulse of electricity about every 5 seconds, and it makes a distinct snap noise. Just listen to it for about 20 second if you hear nothing then it's safe, if you hear it snap then it's not safe.

Most of these answers are stupid, electric fences aren't powerful enough to be affected by water (peeing on it), rain?! go up close to it if it's on you'll here a very low humming sound.

there should me a low pitched humming noise coming from the transformers which would be situated at stages along the fence if it is 'live'.

Put a blade of grass on the wire, it wont conduct through to you however will 'tick' if it is on. Either that or get ur mate to touch it

throw something to it...if it sparks or makes electric sound then the fence is on. Try by throwing a metal coin, stick...remember throw to it....

What you need to do is put your tongue on it.Then if you get thrown back 20 feet you know its on.Something else you may want to try is taking a dump on it.If your poo starts to steam even more then you know its working.
