You can format your laptop but I would assume you would then want to reinstall your OS? It is very difficult to do so without a CDROM drive as most OS released since the mid 90s are on CDROMs. Formatting is really not recommended unless you have a plan on reinstalling your OS.

As the CD-Rom has been spoiled. There are ways you can format the harddisk.
But again you will need a CD-Rom to install the OS. I would rather suggest you to purchase a new external CD-ROM and carry on with your operations.
If you have bought a new laptop than you can call the tech support and ask for the replacement.

1) check if the laptop is still on warranty if so first fix the CD ROM
2) Without a CDROM drive it is very difficult or near impossible to load the OS.. you can however format it -like how others have said..

you just bought it and the cd rom doesnt work? bad deal. go to programs, dos, and type format c:/

take pen drive load boot files to it,and insert.make sure that network booting is "enabled" in bios of ltop.

go to dos, type format c:/ , it will then prompt u y/n question, key in y for yes.
