You should say that you would prefer a bit higher than the industry average even though you are a fresher. As there are many takers for a freshet these days, you can demand a little more and convince the prospective employers your unique attributes.
First it is better to know before hand, whether that particular question is a routine one and will not be acted upon really in fixing the scale. (Know industry average equalling to the scales in the given cadre). If the same is being given to all the freshers there, say that figure respectably.
In case the interviewers who ask the question look serious somehow to your judgement in this area (it is easy to find out as they will be asking roundabout question on this) then stick your ground and without batting an eyelid, name a figure that motivates and meets your living standards and I am sure it will be given to you., plus or minus (take it granted no pluses, only minuses especially in these days of large supply).

There is no such set of rules for answering this type of questions. You may say - As per the company's terms & conditions for the respective post. Or a certain amount. But first of all you got to know from sources as what is the job responsibilty & how much you fit in there considering your education level. Most importantly never get over ambitious nor be too pessimistic as you are vying for a job as a fresher.

Do some research through the Occupational Outlook Handbook that is now on line. Ask any librarian how to find it. Look up the career you want. It will show you all about what to expect, including a salary range for starting out to experienced.

Try and find out the pay that is generally given to the freshers in that company for your kind of profile. Then just say that I expect around and state that figure.

I would suggest you research the appropriate salary for the position before the interview. In any case, you should say something like "I would hope for your best offer".
