its due to genetics, i'm a person with dark blonde hair or very light brown with blonde streaks in it that are natural, i usually burn once or twice but after that i brown, my family heritage is that i'm almost half native american. i've got Choctaw, Osage, Cherokee and Cheyenne blood in me. My sisters have blonde, and black hair. the one with blonde hair never burns,she just browns, the ones with black hair, one burns the other never does. its due to genetics.

It really doesn't depend on hair colour, but on skin tone.

Although the rule is generally that fair haired people have fair skin, that is not always the case. My cousin has fair hair, and she has a very pale complexion and burns easily.

I have very light blonde hair (completely natural), but I have olive skin tone. It is due to the genetics going back in my family. With ancestors from Scandinavia, where it is more common to have blonde hair and dark skin, I have picked up those genetics. (Lucky me!)

Coz it's got nothing to do with their hair colour - but the make-up of their skin. There is a link between the two but not an absolute one. Good question though.
